     The Congressional District Organizations are called for in the Constitution of the Nebraska Democratic Party. The 3rd District will be the first to actually get their CDO organized. By having an active CDO it is hoped that the 3rd CD will be able to increase interest in our party, improve communications, increase the number of registered Democrats in the state, and help to elect progressive Democrats to office.

     As opposed to the CD Caucus the CD Organization is much larger and more inclusive. The CD Caucus is comprised only of those State Convention delegates (or accredited alternates) from the CD during the State Convention and only those State Central Committee delegates (or accredited alternates) from the CD during the SCC meetings. The CD Organization, on the other hand, includes all State Convention delegates and their alternates that reside within the CD, and
all SCC delegates and their alternates that reside within the CD, and all county officers (chair, associate chair, secretary, treasurer) that reside within the CD.

      This means that the 3rd CD Caucus is made up of about 34 voting members. The 3rd CD Organization, on the other hand, could theoretically exceed 600 voting members.


This is what the NDP Constitution (Art. IV) says about the CDO and the CDC:

Section 4.   Congressional District Organization.    

A. Authority.   The Congressional District Organization shall implement policies and programs of the State Party within each Congressional District.  The organization shall also aid in the election of all candidates who are members of and subscribe to the principles of the Democratic Party in Nebraska.

B. Membership.  Delegates and alternates to the State Convention shall automatically become members of the Congressional District Organization of the District in which they reside.  All State Central Committee members and all County Officers shall also automatically become members of the organization of the district in which they reside.

C. Meetings.  The District Chair of each District Organization shall call a meeting of the full membership once every twelve (12) months.  Special meetings may be called by the Congressional District Chair of each District, or by petition of Congressional District Organization members in a manner consistent with the Bylaws of the state Party.  A quorum may be set in accordance with Roberts Rules of Order.

Section 7.  Congressional District Caucuses.

A. Meetings.  The State Chair shall call for Congressional District Caucuses to be held at the State Convention and each State Central Committee meeting.  The time and place of each shall be established by the Bylaws of the State Party.

B. Membership.  Membership at the State Convention caucus shall include the delegates and alternates serving in the place of accredited delegates to the State Convention who reside in each respective district.  Membership at State Central Committee meeting shall include the delegates and alternates serving in the place of accredited delegates to the State Central Committee who reside in each respective district.

C. Business.  The Caucuses shall convene to prepare for the business of the State Convention and/or State Central Committee meeting in a manner consistent with the Bylaws of the Nebraska Democratic Party.  Caucus business shall include the election of a Congressional District Chair; election of standing or special committee members; and any other business as may come before it.
